Well, first, they're not known as the DoE in this parts, and your continued calling them the Department of Energy has them somewhat muddled and confused.
Secondly, this is the state legislature you're talking about. Heaps and bunches of lawyers. And a state code that has been evolving since 1682 or so. I'm not sure those folks had a deep grasp of "cyber charter schools" back then.
In other cases, some members of the legislature have been known to dislike the whole concept of cyber charter schools, and certainly, some school districts share that dislike, as it takes away funding for students they don't have.
It's politics and lawyers, and you're wondering why?
For the record, I'm spending more effort trying to de-confuse you than I am on resolving the issue at hand.
